STARCOM brings together the issues of crime, disorder, and quality of life concerns and
computer mapping of those areas utilizing a Geographic Information System (GIS). The
GIS system provides the user with information on address histories, the tracking
of known criminals along with a variety of other issues. This information is provided to
commanding officers who analyze the data to determine tactics, resource
allocations and decisive actions. Commanders are required to think strategically by
employing methods which have a proven track record. The STARCOM program assists executive management in evaluating the methods used by commanders to solve problems. Additionally, the program aids commanders in promoting exchanges of information among divisions, identifying follow-up issues, deploying resources, and evaluating performance in dealing with issues that affect the quality of life, such as neighborhood blight, same location repeat calls for service, crime and disorder, repeat offenders, and traffic complaints. STARCOM is another instance in which the department staff recognizes that budgeted resources must be utilized in an efficient and effective manner. |
